MATCH’IN – Pilot project for the distribution of people seeking protection with the help of an algorithm-based matching procedure

The Match’In project aims to develop a mechanism in a pilot project together with federal states, host communities, and representatives of refugees (e.g. self-organisations or support groups), through which individual aspects can be taken into account in the distribution of protection seekers. With the help of an algorithm, the preconditions and needs of the protection seekers as well as the existing structures and resources of the municipalities are to be brought into closer harmony (“matching”). In this way, the needs of protection seekers are to be better taken into account, the potential of migration for municipal development better utilized, integration and participation improved and secondary migration reduced. The project is funded by Stiftung Mercator.

The Hessian Ministry of Social Affairs and Integration, the Niedersachsen Ministry of the Interior and Sport, the Rheinland-Pfalz Ministry for Family, Women, Culture and Integration, and the Nord Rhein-Westphalen Ministry for Children, Family, Refugees, and Integration are participating in the project.

During the three-year project period, the relevant criteria on the part of the receiving municipalities and the protection seekers to be distributed will be determined, a matching algorithm will be programmed and tested in selected pilot municipalities. The project’s implementation will consider ethical principles and data protection requirements. In order to secure the results of the project and to develop recommendations for action for possible broader implementation, the project will be accompanied scientifically. In addition, the experiences of the last year of the project will be published in the form of a policy brief and discussed with decision-makers at various political levels.
